In September and October, Knudson developed estimates. They contain cushions for inflation and contingency funds in order to avoid surprises several years down the road that could jeoparize completion of the project.

It is important to remember that none of the plans have been bid yet, but they would be bid competitively before any construction began.
These numbers exceed initial estimates and what KSA typically spends. They represent a step change from the do-it-yourself and maintenance modes that we have been in for decades.
Capital improvements, scale, and infrastructure are driving these costs.
Are they extravagant? They are approximately one quarter (on a per park basis) of what the City plans to spend on its new Houston Amateur Sports Park on the northwest side.
By comparison, the Amateur Sports Park will have 18 fields and cost close to $30 million with utilities included. River Grove will have 17 fields and cost $7.4 million.
To determine whether we could afford these improvements, KSA evaluated a series of funding alternatives.
